I dont' want to be driving a truck from one block to another and pushing the mower myself. I see all these independent people working in landscaping and I want to get them to work for me. I'm thinking of buying routes and contracting it to the people who works them .

The route you are taking is going to be difficult and I haven't seen anyone pull it off yet.
The reason why these independent people are out there servicing lawns is simply because they can. You have to ask yourself why would they want a middleman in their equation when they can simply find work themselves and keep all the profit.

I have been offered a landscaping job but have never participated in a project of this size. Anyone know if there is an average price per hour that most landscapers will charge? How can I determine how much I should charge if I want to be fair, but of course, be able to get reimbursed for the work? The job consists of pulling out and clearing some existing garden areas, replanting new plants, flowers etc and then mulching the existing areas around new plants.
I am charging $ 20 per hour plus client pays for materials and I will provide reciepts. Is this is in the ballpark?

Consider your cost just to go to the job site prepared to work: transportation to and from and to get the plants, tools, gas, work time, shopping time, disposal of trash, insurance, plus materials (which is about the only thing you can really get a handle on.)
Sit down and honestly figure your time working, gathering material and installation. Don't consider anything less than $ 15 per hour and even that's a bare bones price.

Depends
Are you doing any spraying or using any heavy equipment! If so, yes!
Actually, yes! Get insurance. Imagine something happens to someone while your working,
Or you spray for spiders and some kid gets sick, or your worker chops off his foot...

I am looking for a program where I can plan my landscaping project. A program that will allow for the placement of plants, boulders, decorative stones, etc., movement them around for the best effect. I want to be able to see how the various items work together.

The bbc website has a virtual garden planner - never used it but it appears to offer at least some of what you need - http://www.bbc.co.uk/gardening/design/
